FTC TSR Compliance Information

The FTC Telemarketing Sales Rule (TSR) mandates that no more than 3% of all calls answered by a live person may be abandoned (i.e., the consumer picks up but no agent is available within 2 seconds).

Pacing Governor Thresholds
  • Soft Ceiling (2.8%): Warning threshold - pacing governor begins throttling dials
  • Hard Ceiling (2.9%): Critical threshold - all dials rejected until rate drops
  • Legal Maximum (3.0%): FTC regulatory limit - must never exceed

The pacing governor uses a rolling 30-minute window to calculate abandonment rates and makes real-time decisions to ensure compliance. Rates are calculated as: abandoned_count / (live_answered_count + abandoned_count)
